Can a collection agency report to the bureaus with only your address?
I was ripped off by Paypal and now their collection agency is calling. They do not have my social security number. I have tried to settle this disagreement, but Paypal is bullying me around. I was a seller on ebay who sold an item overseas. I shipped USPS with insurance and buyer claims to have not received it. Paypal originally deemed it protected under the seller protection policy and refunded the buyer, and I was relieved.
2 months later i received an email stating they reversed the decision!!!! So here I am

If you had insurance on this item, did you put in a claim with USPS? If they didn’t pay, they should have provided a reason, like proof of delivery, which you should be to your advantage.
In any case, overseas sales should have sent up a red flag. There are so many scams.
