Senate Health Care Reform legislation yet most New Yorkers hard
Mark Wagar, president and CEO of Empire BlueCross BlueShield urged to continue to improve federal health care reform legislation that today does little to control the rising costs of health care and increasing premiums for New Yorkers too many and too many around the country.
"We urge Congress not to support a bill that will further increase the underlying costs of health insurance premiums that residents pay New York and at the same time, subsidizing other states, "Wagar said. In addition, specific offers Wagar congressional actions that will make the biggest difference for New Yorkers, including:
* Tax cuts for those already paying for the benefits health and tax base until the changes take effect reform
* A stronger mandate for a person basic minimum benefits package – that potentially reducing premiums for New York individuals in more than 60 percent
* Increased investment in the real cost and improvement measures of quality for suppliers health care
* Reducing the disproportionate impact of changes in Medicaid costs for the state of New York
* Addressing the disproportionate share of Medicare New York courts beneficiaries shoulder
On Saturday, most in the U.S. Senate gave its "Manager's Amendment" to the care health reform legislation currently being debated in the U.S. Senate. A provision in the amendment as a tax annual billions will be charged to industry health insurance. As mentioned by the Congressional Budget Office, this tax will have on consumers through higher premiums. The amendment specifically that a few non-profit health insurance companies are exempt from this tax – in essence, leaving plans for profit and not most of profit plans and their members, to take the entire tax burden.
What does this mean for the nearly 17 million New Yorkers who have private health insurance?
This means that New Yorkers will have to share the burden of paying what eventually will cover billions of dollars of health national taxes. Legislation and is expected to result in increased premiums – this provision only add to this impact. New Yorkers with private coverage will forced to subsidize other states that were exempt from tax due to the efforts of a few big special interests profit in certain States.
Any proposal to tax only certain health plans will create an uneven competitive playing field, without improving access to health benefits coverage or improved services health. Although some plans are technically "nonprofit" does not mean they are not "profitable." Insurers are required to generate income "net" to help ensure that future claims can be paid by members. In many cases, non-profit, it simply reflects a situation tax under the Internal Revenue Service Code and the behavior of nonprofit and for common benefit plans are identical. In fact, in many states Net income on a per member, per month (pm pm) base for non-profit health plans is actually higher than that of health plans for profit.
