does welfare penalize you for owning a car?

I am a single mother of 2 kids, one being a toddler. I live in new york city where they say you don’t need a car to get around. But I also have elderly parents who live upstate and I travel back and forth in the blistering cold twice a month to do their errands. ( groceries, laundry ect.) and it is very hard and costs almost $100.00 a month to travel back and forth. It is also hard on my daughter who is 4 years old in the cold months. My mother offered to buy me a car and split the insurance but im not sure if welfare will penalize me for this. I feel like life would be so much easier, I would even have an easier time looking for work and working 2 jobs if I have too, maybe even to get off of welfare if I had a car. But I would still need that time to get on my feet.

No they won’t penalize you for it. But the bigger you should be asking is how do I get off of welfare so I can stop causing everyones taxes to go up.
